RFC Consultants was founded by Martin Neale to provide high-quality consultancy and advisory services to the EPC industry. We help clients plan and execute projects to the highest standards, focusing on excellence in commissioning and completions.

Martin Neale MSc MEng CEng MIChemE

Martin is a Chartered Chemical Engineer with over a decade of hands-on experience delivering major industrial projects around the world. Starting his career in process design, he developed a deep technical grounding before transitioning into commissioning—where he rose quickly through the ranks and became known for his attention to detail, calm leadership, and ability to bring clarity in complex, high-pressure environments.

Over the past 10+ years, Martin has led commissioning teams on some of the world’s most ambitious industrial projects, including:

  • FGP-WPMP ($45B) with Tengizchevroil (TCO) – Kazakhstan

  • Pennsylvania Chemicals ($15B) with Shell – USA

  • Wheatstone LNG ($35B) with Chevron – Australia

  • Intel – Semiconductor planning and startup – Europe

Now, through RFC Consultants, Martin provides focused, high-impact consulting and advisory services for clients who need practical solutions, structured execution, and commissioning strategies built to withstand real-world pressures.
